Unity UI package (com.unity.ugui) is not discoverable in Package Manager window
Steps to reproduce:
1. Create a new Unity project
2. Open Package Manager
3. Uninstall "Unity UI" package (com.unity.ugui)
4. Attempt to reinstall the "Unity UI" package again
Expected result: "Unity UI" package is in the Unity Registry section and can be installed
Actual result: "Unity UI" package is missing in the Unity Registry section and cannot be installed through the Package Manager UI
Reproduced on: 2020.1.7f1, 2020.2.0b5, 2021.1.0a1
Doesn't reproduce on: 2019.4.11f1, 2018.4.27f1
