Unity Keyboard shortcut are not being underlined when Underline keyboard shortcuts and access keys is set in the Control Panel
Steps to reproduce:
1. Open "Control Panel"
2. Open "Ease of Access Center"
3. Select "Make the keyboard easier to use"
4. Enable "Underline keyboard shortcuts and access keys"
5. Press OK/Apply.
6. Open Unity and notice that no shortcuts are underlined in the top menu
Expected results: Shortcuts are displayed and underlined
Actual results: No shortcuts are displayed
Reproducible with: 2014.7.0f1, 2017.4.29f1, 2018.4.3f1, 2019.1.9f1, 2019.2.0b7, 2019.3.0a7
