"Unity is about to delete all window layouts and restore them to the default settings.” pop-up message is infinitely displayed when opening a project
Reproduction steps:
1. Open or create a project
2. Once the project is loaded, observe the Editor
Expected result: The Editor is loaded into the default Layout
Actual result: The Editor is loaded into a corrupted Layout and a "Unity is about to delete all window layouts and restore them to the default settings.” pop-up message is displayed and pressing the “Continue” Button resets the Editor into the same layout and the pop-up message
Reproducible with: 2022.3.6f1, 2023.1.9f1
Reproducible on: Windows 10, Windows 11
Not reproducible on: No other environment tested

Same problem here too. Happens with 2022.3.1f1 -> Windows 10.
