Unity fails to open script files with Visual Studio when the path to script includes Unicode characters
How to reproduce:
1. Create a new project with the "㈸" character in the name
2. In the Project Window create a new script
3. Try to open it and observe the error
Expected result: the script is opened with no issues
Actual result: an error about the .sln file being missing is thrown and the script isn't opened correctly
Reproduced in: 2019.3.0a6, 2019.2.0b6, 2019.2.0a12
Not reproducible in: 2019.2.0a11, 2019.1.7f1, 2018.4.2f1, 2017.4.28f1
Note: Only reproduces with Visual studio, Rider works without issues
