Unity Editor exits fullscreen mode when Layout is changed
How to reproduce:
1. Open "1232706" project
2. Make sure you have Unity Editor maximized
3. Go to Window -> Layouts and select any Layout
Expected result: Unity stays maximized
Actual result: Unity exits fullscreen mode
Regression introduced in: 2018.4.16f1
Reproducible with: 2018.4.16f1, 2018.4.22f1, 2019.3.12f1, 2020.1.0b8, 2020.2.0a9
Not reproducible with: 2017.4.40f1, 2018.4.15f1
