Unity documentation asks users to accept cookies when the documentation is opened locally
To reproduce:
1. Open any project on the version with the downloaded Manual module
2. Help → Unity Manual
Expected result: You are not asked to accept cookies because the page is opened locally
Actual result: You are asked to accept cookies every time you open a new page or category
Reproducible with: 2020.3, 2021.3, 2022.1, 2022.2, 2023.1
Reproduced on: macOS Monterey 12.5.1 (Intel)
Notes:
- Not reproducible without an internet connection
- It is also reproducible when opening a documentation page from files, not via Unity Editor
