Undocked window is maximized incorectly when Windows toolbar is docked on the left or the top of the screen
Steps to reproduce:
1. Open any project
2. Move Windows toolbar to the left or the top of the screen
3. Undock any window from the Editor (e.g. Scene window)
4. Maximize it
Result: the undocked window is maximized in a way as if Windows toolbar was on the opposite side of the screen (repro.mp4)
Reproducible with: 2017.1.5f1, 2017.4.11f1, 2018.1.9f2, 2018.2.9f1, 2018.3.0b3, 2019.1.0a2
Note: works fine if the toolbar is on the bottom or on the right
