Unable to install ProBuilder package when project is located in an external FAT32/exFAT drive

How to reproduce:
1. Connect an external drive to your computer (USB stick works)
2. Ensure the drive is of exFAT or FAT32 format
3. Create and open a new 3D project inside of the drive
4. Attempt to install the ProBuilder package through the package manager
5. Observe the result

Expected result: Package installs and functions as intended
Actual result: Package fails to install with the error “Unable to add package [com.unity.probuilder@6.0.4]”

Reproducible in 2023.2.4f1, 6000.0.24f1, 6000.1.0a1
Not reproducible in: 2021.3.45f1, 2022.3.51f1, 2023.2.3f1

Reproducible on: Windows 10, Windows 11
Not reproducible on: MacOs (Not conclusive, but as reported by [~maximeb] )

Note: Installation of ProBuilder package may take a while

    i have the bug again, but it occured on NFTS & exFat on unity 6000.0.33f1 and up to the latest .49f1

    Weird thing is this happens only on a very new system that has only one SSD c:

    on older systems this does not occur.
    i try inserting a secondary SSD and check if this persists.

    My external SSD (portable ntfs) had the same error after i updated an older version of the project with plastic
