"Unable to add Renderer to the Scene after Culling." error when adding a Terrain in a HDRP project and using a specific layout

How to reproduce:
1. Create a new HDRP project
2. In the Hierarchy window create a new Terrain (Create → 3D Object → Terrain)
3. Select a specific "Other Version" layout (Window → Layouts → Other Versions → Default (2023)) 
4. Open the Scene view
5. Observe the Console window

Expected result: No errors appear in the Console window
Actual result: “Unable to add Renderer to the Scene after Culling.” error appears in the Console window

Reproducible with: 6000.0.8f1, 6000.0.48f1, 6000.1.2f1, 6000.2.0a10
Not reproducible with: 2021.3.51f1, 2022.3.61f1, 6000.0.7f1

Reproduced on: Windows 11
Not reproduced on: No other environment tested

Note: The error only appears when Scene view is active

    Fixed an issue where a non GPU instanced terrain in an HDRP scene would cause error spam to the console when in wireframe mode.

    as I understand, I encountered this problem in unity 6000.0.51f1. Moreover, if I enable "Draw Instanced" on terrain, the problem disappears.
