[UIToolkit] View is scrollable when using an absolute positioned element in a ScrollView
Reproduction steps:
1. Download and open the attached "BugCase1360927+1360920.zip" project
2. Open the "BugCase1360920" scene
3. Enter "Play" mode
4. Use your scroll button
Expected result: The red cube does not move
Actual result: The red cube moves
Reproducible with: 2021.2, 2022.1
Could not test with: 2019.4, 2020.3, 2021.1 (Project breaks when downgrading, missing scripts)
