[UIToolkit] ScrollView scroll bars aren't refreshed after changing its size
How to reproduce:
1. Open the user's attached "ScrollBarsBug" project
2. Open the "Bug" Visual Tree Asset in the Project Browser
3. Observe the nested "ScrollView" VisualElement in the Viewport
Expected result: Both vertical and horizontal scroll bars are visible within the "ScrollView" VisualElement
Actual result: None of the scroll bars are visible with specific "ScrollView" VisualElement Size values
Reproducible with: 2019.4.38f1, 2020.3.33f1, 2021.3.0f1, 2022.1.0b16, 2022.2.0a10
Note:
- Changing the Size values of the "ScrollView" to smaller numbers or resizing the "Bug.uxml" Canvas makes the scroll bars visible
