UIElementsEditorUtility exception causes an infinite layout error loop
Reproduction steps:
1. Open any Project
Expected result: The Project opens, if Layout fails to load, pressing "Load Default Layout" opens the Project
Actual result: When Layout fails to load, pressing "Load Default Layout" fails to load the layout again resulting in an infinite loop
Reproducible with: 2020.2.1f1
Could not test with: 2018.4, 2019.4, 2020.2.3f1, 2021.1, 2021.2 (The reproduction is random, inconsistent, and only reproduces once before going away for a while)
Notes:
Closing the Error window and restarting the Project loads the default layout making the bug go away for a while
