UI Toolkit VisualElement.Query<> is empty when querying for <VisualElement>
How to reproduce:
1. Open attached project "1288531.zip"
2. Open "SampleScene" Scene and press play
Expected results: The same amount of querying matches are returned (observed in the console)
Actual results: 0 querying matches for VisualElements are queried, while 2 matches of Label are returned
Reproducible with: 2019.4.14f1, 2020.1.12f1, 2020.2.0b10, 2021.1.0a4
Couldn't test with: 2018.4.28f1 cause no UI Toolkit functionality
