[UI Toolkit] [UI Builder] ScrollView horizontal scrolling via scroll wheel does not scroll
How to reproduce:
1. Open the attached "New Unity Project.zip" project
2. Open test.uxml in UI Builder
3. Confirm ScrollView mode is horizontal.
4. Enter the PlayMode -> Scroll using the mouse scroll wheel
Expected result: ScrollView horizontal scrolling scrolls successfully
Actual result: ScrollView horizontal scrolling does not scroll
Reproducible with: 2021.2.0a15
Could not test with:
2018.4, because UI Builder is not available,
2019.4.25f1, because of the project being broken (60 missing assemblies)
2020.3.6f1, because UIDocument is missing
2021.1.5f1, because UIDocument is missing
