[UI Toolkit] ScrollView's Elastic mode is unrestricted when scrolling with the Scrollbar's arrows
Steps to reproduce:
1. Open attached project "rqa-project-magicpotion.zip" and Scene "IngredientBookLayout"
2. Enter Play Mode
3. Change the aspect of the Game View so that the list of Visual Elements require a Scroll Bar
4. In Game View, click on the arrows of the Scroll Bar until the Scroll View contents are completely out of view
Expected result: The Scroll View elastically returns to a position that displays its contents
Actual result: The Scroll View does not return to a position that displays its contents
Reproducible with: 2021.3.19f1, 2022.2.8f1, 2023.1.0b5, 2023.2.0a3
Could not test with: 2020.3.45f1 (compilation errors break project)
Tested on: Windows 10
