UI Toolkit Panel Settings has properties without any labels
How to reproduce:
1. Open the attached project
2. Select Panel Settings in Project view
3. Observe the Inspector
Expected result: Clear Settings have labels
Actual result: Clear Settings do not have labels
Reproducible with: 1.0.0-preview.14 (2020.3.4f1, 2021.1.3f1, 2021.2.0a13)
Not reproducible with: 1.0.0-preview.7 - 1.0.0-preview.13 (2020.3.4f1, 2021.1.3f1, 2021.2.0a13)
Could not test with: 1.0.0-preview.3, 1.0.0-preview.6 (No Clear Settings), 2018.4.33f1, 2019.4.23f1 (UI Toolkit not supported)
