UI Toolkit ListView isn't being selected when clicking Submit key
Reproduction steps:
1. Open the attached project (case_1311688-UI-Test-2.zip)
2. Open Scenes/SampleScene
3. Click Play
4. Click on the button at the bottom of the Game View
5. Click Submit key: (Enter - Windows keyboard; Return - MacOS keyboard)
6. Click Arrow Up key, to select ListView
7. Click Submit key and observe the ListView
Expected result: ListView is selected (so the user could browse it)
Actual result: ListView isn't selected
Reproducible with: 1.0.0-preview.14 (2020.2.7f1, 2021.1.0b10)
Can't test with: 2018.4, 2019.4, 2021.2 (Not Supported)
Note:
-When selecting the ListView using the Tab key, the user is able to browse the ListView items
