[UI Toolkit] DropdownField is broken when using USS
Steps to reproduce:
1. Download and open the user's project "UIToolkitDropdownIssue-2021.1.zip"
2. Open Assets/Scenes/SampleScene.unity
3. Press Play
4. Click on the DropdownField in the top left of the Game view
5. Notice that the DropdownField does not work as intended
6. Exit Play Mode
7. Open Assets/AAAAA.uxml in the UI Builder
8. Under StyleSheets, remove MyStyle.uss
9. Repeat steps 3 and 4
Expected result: The DropdownField works with custom USS
Actual result: The DropdownField does not work with custom USS
Reproducible with: 1.0.0-preview.14 (2020.3.11f1, 2021.1.9f1, 2021.2.0a18)
Could not test with: 2018.4, 2019.4 (UI Toolkit not available)
