UI Toolkit Debugger "Text Overlays" dropdown is opened in the wrong position when Dynamic Atlas Viewer is opened
*Steps to reproduce:*
# Create a new Unity project
# Open UI Toolkit Debugger (Window > UI Toolkit > Debugger)
# Click on the "Select a panel" dropdown and select "Toolbar"
# Click the "Texture Atlas Viewer" button in the UI Toolkit Debugger window
# Click the "Text Overlays" dropdown button
# Observe the Editor
*Actual results:* "Text Overlays" dropdown is opened in the middle of the Dynamic Atlas Viewer window
*Expected results:* "Text Overlays" dropdown is opened in the UI Toolkit Debugger window just below the "Text Overlays" button
*Reproducible with versions:* 6000.0.43f1, 6000.1.0b11
*Not reproducible with versions:* 6000.2.0a7
*Can’t test with versions:* 2021.3.50f1, 2022.3.60f1 (Texture Atlas Viewer and Text Overlays not available)
*Tested on (OS):* MacOS Silicon Sequoia 15.3
*Notes:*
* Reproduces with any selected Panel that has an atlas available, found Toolbar to be the most consistent one to reproduce the issue
* Sometimes have to repeat step 5 multiple times to reproduces the issue, sometimes the dropdown is open correctly, other times it's not.
