[UI Toolkit] All editor documentation links lead to missing pages
Repro:
- Open a new project in an editor install where the Documentation module is not installed.
- Setup UI Toolkit component. (i.e. Gameobject -> UI Toolkit -> UI Document)
- Click on any UI Toolkit 'Open Reference' button.
Expected Outcome: Documentation opens successfully.
Actual Outcome: Missing page - confirmed for Style Sheet Importer, Panel Settings, UI Document, VisualTreeAsset.
Note the documentation links work fine when the Documentation module is installed.

Thanks for the report. This is a global issue with how the documentation links are implemented and not specific to UI Toolkit. We also are currently dealing with higher priority work and are unlikely to look into this issue ourselves in the near to medium term.
