UI: Script,using IDragHandler does not behave correctly when having a ScrollRect as a parent
To reproduce this issue:
1. Open UI_Example_Project
2. Open Drag&Drop scene
3. Select 'Panel A' in the hierarchy
4. Add 'Scroll Rect' component on it
5. Play the scene
6. Notice that you can now drag Panel onto the Drop Area even though there are no 'DragMe' script on it
