UI is not affected by Post Processing Stack effects
To reproduce:
1. Open the attached project (ImageEffectsUI.zip)
2. Observe that the UI is not affected by the image effects
3. Change Render mode on the Canvas to Screen Space - Camera
4. Observe that now the Ui is affected by the image effects
Expected: the image effects affect the UI even when the Render Mode of the canvas is set to Screen Space - Overlay
