UI elements size changes when switching focus between multiple game panels with different resolutions
Steps to reproduce:
1. Open User-supplied project ("SplitFlapEngine.zip")
2. Enter Play mode
3. Switch the top Game panels aspect ratio to 3:2
4. Start switching between the two Game panels
Expected: Bottom panel elements stays the same
Actual: Bottom panel elements switch rendering position
Reproduced in: 2017.4.27f1, 2018.3.14f1, 2018.4.1f1, 2019.1.4f1, 2019.2.0b3, 2019.3.0a3
