UI Element backgrounds show artifacting when using an SVG file as the image

How to reproduce:
1. Create a new project
2. Create a UI Document
3. Add a UI Element from the UI Builder Library
4. Change its background to the attached “12PointStar.svg” SVG image (UI Builder Inspector → Background)
5. Move the screen side to side or zoom in and out on the background
6. Observe the UI Builder Window

Expected result: Background is clean
Actual result: Background has artifacting

Reproducible with: 6000.3.0a5, 6000.3.0b8, 6000.4.0a3
Could not test with: 2023.1.0a1, 6000.0.61f1, 6000.2.10f1 (Different version of com.unity.vectorgraph handles SVGs differently, does not show up at all in UI Builder)

Reproducible on: Windows 11 Pro (24H2)
Not reproducible on: No other environments tested

Note: Only see this issue in UI Builder and when the Asset Type is set as “UI Toolkit Vector Image”
