[UI Builder] UXML and USS files can't be opened through Code Preview panel when using Visual Studio Code
How to reproduce:
1. Open project "1405443.zip"
2. Go to "Unity > Preferences > External tools" and select Visual Studio Code as External Script Editor
3. In the Menu bar go to "Window > UI Toolkit > UI Builder" and expand the Code Preview panel
4. On the top right of Code Preview Panel click the arrow icon to open file in a code editor
Expected result: Visual Studio Code window is opened
Actual result: New Visual Studio Code instance is started but the window is not opened (on Windows new instance is not started)
Reproducible with: 2021.2.11f1, 2021.3.0f1, 2022.2.0a4, 2022.2.0a10
Not reproducible with: 1.0.0-preview.18 (2019.4.37f1, 2020.3.33f1), 2021.2.10f1, 2022.2.0a3
