Trying to create an empty array in EditorBuildSettings.scenes crashes the Editor
How to reproduce:
1. Open the "1162941_ReproProject" project
2. Open the "Scenes/SampleScene" scene
2. Enter the Play Mode
Expected result: Editor does not crash
Actual result: Editor crashes
Reproducible with 2018.1.0a2, 2018.4.3f1, 2019.1.8f1, 2019.2.0b7, 2019.3.0a7
Not reproducible with 2017.4.29f1
