TreeView background is not Rendered when rows have uneven heights
Steps to reproduce:
1. Open user's attached project "MarineMuseum.DeBrug.zip"
2. In the Top menu go to Window > IJsfontein > Localization
3. Expand the last object in the list
4. Notice that the background behind the words is not changed
Expected results: Background behind Expanded objects becomes a solid color
Actual results: Background behind expanded objects do not change color
Reproducible with: 2019.1.0a1, 2019.1.14f1, 2019.2.4f1, 2019.3.0b2, 2020.1.0a3
Note: The middle object in the list is will produce the expected results
