USS transitions get stuck when Pointer Behavior is set to "Single unified pointer" and multiple touches are made

How to reproduce:
1. Open the attached project ("UIToolkit")
2. Build And Run the Scene "test" on a touch-enabled device
3. Tap and hold on one of the blue buttons
4. While holding, tap somewhere else with a different finger
5. Release both fingers

Expected result: The blue Button transitions to its original size
Actual result: The blue Button does not transition to its original size and gets stuck

Reproducible with: 1.1.1 (2021.2.0b15, 2022.1.0a11)
Could not test with: 2019.4.31f1 (UI Toolkit package not available, cannot open project), 2020.3.19f1, 2021.1.24f1 (project's UI breaks after installing the package version of UI Toolkit/downgrading)
