Touch screen keyboard will not appear in Windows Store 8.1 platform builds when Windows 10 Fall Creators Update is installed on
Steps to reproduce:
1. Open the attached project
2. Switch platform to Windows Store
3. Build for WSA Universal 8.1
4. Open Visual Studio solution
5. Deploy on a remote machine (e.g. Surface 4 tablet)
6. Tap the “Open Touch Screen Keyboard” button, note keyboard does not appear
Actual behavior: Touch screen keyboard will not appear in Windows Store 8.1 platform builds when Windows 10 Fall Creators Update is installed on
Expected behavior: Touch screen keyboard should appear when call TouchScreenKeyboard.Open

Make sure what the remote device has Windows 10 Fall Creators Update
