Tooltip with Unity Cloud project name moves when scrolling up and down in Project Name menu
Steps to reproduce:
1. Create new Unity project
2. Go to “New project” window
3. Open “Project name” menu
4. Find project with longer Project Name
5. Hover on it with mouse
6. Make sure tooltip appears
7. Try scrolling up and down
8. Observe the tooltip in Hub
Actual results: Tooltip moves up or down when scrolling in the menu window
Expected results: Tooltip disappears when scrolling in the menu window
Reproducible with versions: 3.13.0-beta.1
Tested on (OS): mac Silicon, Sequoia 15.5 (repro), Windows 11 ARM (no repro), Windows 11 Pro (23H2) (repro)
