TMP Importer and Settings windows are not movable when Settings are focused and TextMesh Pro is refocused
How to reproduce:
1. Create new project
2. Make sure you don't have TextMesh Pro installed
3. Go to the Edit -> Settings -> TextMesh Pro
4. Make sure that TMP Importer window is next to the Settings window as shown in the video attached
5. Go to the Settings window again and select any other parameter, then back to TMP IImporter window and try to move the window
Expected: TMP Importer window is movable
Actual: TMP Importer and Settings windows is stuck in the fixed position
Reproduced on: 2018.3.0b2, 2019.1.0a1
Note: Couldn't test on earlier versions because of different Settings display
