Timeline horizontal scrolling not working as expected
How to reproduce:
1. Open the attached TimelineBug.zip project
2. Select Cube in the Hierarchy window
3. Go to the Timeline window
4. Select the horizontal scrollbar and try to move it from the left side to the rightmost side and back (check the unity-2018.3-broken-scrollbar.mov video user attached)
Expected: Horizontal scrollbar scrolls to the most right position and back
Actual: Horizontal scrollbar is stuck
Reproducible with: 2018.3.6f1, 2019.1.0b4, 2019.2.0a6
