Tilemap Palette spawns prefabs from tiles on the palette when entering Play mode
How to reproduce:
1. Open the user-submitted project
2. Enter Play mode and observe the Scene View
3. Stop the Play mode and go open the Tile Palette Window
4. Enter Play mode and observe the Scene View again
Expected result: no tile prefabs are spawned on entering Play mode
Actual result: tile prefab is spawned for a short time only when the tilemap window is open
Reproduced in: 2018.2.0f2, 2018.2.0a1
Couldn't test with: 2018.3.0a4, 2018.1.8f1
