TileMap Palette preview flickers when scaled
*Steps to reproduce:*
# Open the attached project "tilemapscaling.zip"
# Go to Window>2D>Tile Palette
# Grab the bottom border of the tileset preview region and move it up/down
*Actual results:* The tilemap displayed in the preview region flickers when scaled
*Expected results:* The preview region scales proportionally without flicker
*Reproducible with versions:* 6000.0.14f1, 6000.1.0a1, 6000.1.0b3
*Not reproducible with versions:* 6000.0.0b15, 6000.0.13f1
*Tested on (OS):* Mac OS 15.1.1, Windows 10
