There is no error when ClientRpc functions are called without active server
Reproduction steps:
1. Open project attached (ClientRPC Bug report).
2. Load scene "Main".
3. Press Play.
4. Press LAN Host(H).
Expected result: In console message "countdown start" or error like "Active Network is not found" will appear.
Actual result: Function RpcOnCountdownStart() is skipped.
Note: There should be an error message since function is not called.
Function RpcOnCountdownStart() is in GameTimer.cs
Reproduced on: 5.4.0f3, 5.5.0f3, 5.5.1f1, 5.6.0b5.
