The selection marquee in the Tile Palette windows is drawn only when the mouse button is released
How to reproduce:
1. Open the attached project "IN-78518.zip"
2. Open Window>2D>Tile Palette
3. Left mouse click and drag in the Tile Palette window
Expected results: Marquee is drawn
Actual results: Marquee is drawn only when the mouse button is released
Reproducible with: 6000.0.3f1, 6000.0.9f1
Not reproducible with: 2021.3.40f1, 2022.3.35f1, 6000.0.2f1
Reproducible on: Windows 10 22H2
Not reproducible on: No other environment tested
