The Scene view camera does not rotate when a context menu is opened in the Editor
How to reproduce:
1. Create a new project
2. Right-click on the "Main Camera" GameObject in the Hierarchy window
3. Right-click and hold the mouse button in the Scene view (Make sure the context menu was not closed)
4. Move the mouse vertically and horizontally
Expected result: The Scene view camera is rotating
Actual result: The Scene view camera is not rotating
Reproducible with: 2018.4.29f1, 2019.4.15f1, 2020.1.14f1, 2020.2.0a18
Not reproducible with: 2020.2.0a19, 2020.2.0b11, 2021.1.0a6
Note:
- The Scene view camera starts rotating again after pressing the left mouse button anywhere

I was hoping to be able to "vote" to get thsi backported to 2019.4 LTS, but voting is disabled on "resolved" issues. So, is this coming to 2019.4? This is a very tedious bug.
