The performance is stuttering while the camera is moving parallel to the scenery
Reproduction steps:
1. Open the attached project;
2. Open the scene "Stutterring_Test_1";
3. Enter Play mode and observe the performance;
4. Build the game with standalone;
5. Open the built game and observe the performance;
Actual result: the performance is stuttering in the Editor and in the standalone. However, the stuttering in the standalone is more frequent (Editor_quiteNormal.jpg, standalone.jpg). Also, the performance is worse when some programs are turned on (Editor_withOtherPrograms.jpg, standalone_withOtherPrograms.jpg).
Expected result: the performance should not stutter that much.
Reproduced with: 5.4.5p1, 5.5.0b1, 5.5.0f1, 5.5.3f1, 5.6.0f3, 2017.1.0a5
