The object can get offset from the Mouse Cursor when using move Tools and the Cursor hits the edge of the screen
How to reproduce:
1. Open the attached project
2. Open the SampleScene and maximize the Scene window
3. Switch to Rect Tool and select the Cube in the Scene
4. Move the Cube gameObject using the Mouse
5. Observe the Cube's offset from the mouse cursor after moving
Expected results: The object which is being moved does not get offset from the mouse cursor
Actual results: The object becomes offset from the mouse cursor after moving
Reproducible with: 2019.4.29f1, 2020.3.16f1, 2021.1.18f1, 2021.2.0b9, 2022.1.0a6
Notes:
1. Tested on macOS 11.4 and Ubuntu 20.04
2. Reproducible with Rect Tool and Move tool (when using the move on a Plane mode)
