The Links on a Custom Package link to a 404 documentation page rather than the Local .md files
The package manager window has hyperlinks to view documentation, view changelog, and view licenses. The Documentation for creating Custom Packages states that there should be markdown files in the Package, which happen to match these links. However, the links in the package manager UI don't seem to open up local files in the package
1. Download attached project and open in Unity
2. Open Package Manager
3. Select "Jak's Package"
4. Click "View documentation", "View changelog" or "View licenses"
5. Notice the page linked to is a 404 documentation link rather than the Local .md files
Reproduced on Unity 2018.4.0f1, 2018.4.5f1 and 2019.1.0a12
Not reproduced on Unity 2019.1.0a13, 2019.1.13f1, 2019.2.0f1 and 2019.3.0a11
