The Editor is stuck at "Application.Shutdown.CleanupMono" when closing the Editor
How to reproduce:
1. Open the user's attached project
2. Enter Play Mode
3. Wait for windows with country names and flags to load in the Game view
4. Exit Play Mode
5. Close the Editor
Expected results: The Editor closes
Actual results: The Editor is stuck at "Application.Shutdown.CleanupMono"
Reproducible with: 1.0.14 (2022.3.10f1)
Not reproducible with: 1.0.16 (2022.3.10f1)
Reproducible on: Windows 11 22H2
Not reproducible on: No other environment tested
