The arrow in the breadcrumbs in the Project window doesn't show the list of folders
To reproduce:
1. In a new project, create a new folder
2. Open the new folder
3. Click on the arrow in the breadcrumbs in the Project view
Expected: clicking on the arrow in the breadcrumbs shows a list of all folders
Reproduced in 2017.2.0a1, 2017.2.0f3, 2017.3.0b4
Did not reproduce in 5.6.4p1, 2017.1.2p1, 2017.3.0b5
