Text Mesh Pro - Editor Manifest has not been updated to reflect new Verified Version on 2018.2
The current version of Text Mesh Pro that has been verified by Release QA on 2018.2 is 1.2.3, however the version in the editor manifest is 1.2.1. The manifest should be updated to point to 1.2.3
1. Install Unity
2. Create a new project with any template
3. Open Package Manager UI
4. Select Text Mesh Pro and look at the installed version
5. Version is 1.2.1 instead of 1.2.3
