Terrain Tools: UI window does not allow width adjustment when docked
When you dock the terrain toolbox window to the right side of the editor, you can grab and move the left edge but the panel does not resize.
How to reproduce:
1. open Window > Terrain > terrain toolbox
2. dock the terrain toolbox window to the right edge of the editor
3. grab the left edge of the terrain toolbox with mouse
4. drag mouse left/right to resize
Expected result: the window does resize like the inspector window
Actual result: the window doesn't resize like the inspector window
Reproducible with: 2021.2.0b7
