Terrain Data Asset has nested "SplatAlpha 1" Assets when it does not have any Terrain Layers
Reproduction steps:
1. Open the attached “BugRepro” project
2. In the Project window, expand “Assets/Terrain” Asset
3. Observe the nested Assets of the “Terrain” Asset
Expected result: There are no nested Assets in the “Terrain” Asset
Actual result: There are 4 nested “SpaltAlpha 1“ Assets
Reproducible with: 2021.3.36f1, 2022.3.22f1, 2023.2.15f1, 6000.0.0b12
Reproducible on: Windows 11
Not reproducible on: No other environment tested
