System.IO.DirectoryNotFoundException appears when adding Platforms Windows package and Editor's path contains comma
How to reproduce:
1. Make sure that the Editor path contains a comma
2. Open the user's attached project
3. Open Package Manager and select Add from git URL
4. Paste URL: com.unity.platforms.windows
5. Observe the Console window
Expected result: there are no errors
Actual result: System.IO.DirectoryNotFoundException errors appear
Reproducible with: 2020.2.0a12, 2020.3.11f1, 2021.1.10f1, 2021.2.0a20
Not reproducible with: 2019.4.28f1, 2020.1.17f1
Could not test with: 2018.4 (Platforms Windows is not supported), 2020.2.0a1, 2020.2.0a11 (Collections errors)
