System.ArgumentException is thrown when opening a new HDRP Sample Scene project for the first time
How to reproduce:
1. Create and open a new HDRP Sample Scene project
Expected result: No errors are thrown after the opening of the project is finished
Actual result: “System.ArgumentException: This method should not be called on a disabled block” is thrown
Reproducible with: 14.0.3 (2022.2.0b4, 2022.2.0b6), 15.0.0 (2023.1.0a9)
Not reproducible with: 10.10.0 (2020.3.39f1), 12.1.7 (2021.3.9f1), 13.1.8 (2022.1.14f1), 14.0.3 (2022.2.0b3)
Reproduced on: macOS Monterey 12.0.1
Note:
- Not reproducible with URP Sample Scene and Empty Template
- Not reproducible with HDRP Empty Template
- This issue only happens once the Sample Scene project is created and if the Console is cleared it does not reproduce anymore

Resolution Note:
The bug was identified as a duplicate. The symptom is different but the root cause is the same. The fix for 7785 was tested and it also fixes this bug.
