[shaders] Surface shader analysis hits sampler register limit of 16 when separated samplers are used (2018.1 regression)
How to reproduce:
1. Open user provided project
2. Select NewSurfaceShader and inspect the error
-- maximum ps_5_0 sampler register index (16) exceeded
Reproduced on: 2018.1.0a1, 2018.1.0b9, 2018.2.0a3
Not reproduced: 2017.1.3p1, 2017.2.2f1, 2017.3.1p2
Fixed in: 2018.1.0b11 2018.2.0a7
