Stuttering Scene view and Game view when in Play mode
How to reproduce:
1. Open the user-submitted project
2. Open the scene "2dtest" (Assets/Scenes/2dtest.unity)
3. Enter Play mode
Expected result: The Circle GameObject moves smoothly from left to right
Actual result: The Circle GameObject stutters while moving from left to right
Reproducible with: 2022.1.0a7, 2022.1.0a8
Not reproducible with: 2019.4.30f1, 2020.3.17f1, 2021.1.20f1, 2021.2.0b11, 2022.1.0a6
Notes:
1. Reproduces on Mac, couldn't reproduce on Windows
2. The Play mode statistics report high framerates despite the stuttering performance

In 2021.2.0 in mac it is resolved but, the ui interface crash my computer and shut down.

• 2020.3.18 LTS working fine... also Bad in 2020.3.20 LTS

Experencing this on 2020.3.20, it was fine on 2020.3.18. I think??

I'm still getting a fair bit of lag in 2021.2.b15. 60 fps reported in the game view but it feels like 30-40 fps. In comparison, b11 is buttery smooth and matches the 60 fps. Using HDRP template scene.

fyi - we started experiencing this issue from 2021.1.22 onward, and other on the forum are getting this from 2020.3.19 onward.
