Standard Material's Custom Render Queue value gets reset to default when switching Inspector mode from Debug to Normal
How to reproduce:
1. Open a new project
2. Create a new material in the Project window (Right-click -> Create -> Material)
3. Select the created material in the Project window
4. Change the Inspector to Debug mode
5. Set the Custom Render Queue property's value to 3000
6. Change the Inspector to Normal mode
7. Repeat step 4 and observe the property's value
Expected result: Custom Render Queue is set to 3000
Actual result: Custom Render Queue gets reset to the default value
Reproducible with: 2018.4.29f1, 2019.4.14f1, 2020.1.13f1, 2020.2.0b11, 2021.1.0a4

Does not work in Unity 2022.3, resets back to 2000 immediately.
I was able to set it to 3000 by additionally setting Saved Properties > Floats > _QueueOffset to 1000.
